Title of the Document - Enhancing Sustainability of the Transboundary Cambodia - Mekong River Delta Aquifer (FAO-GEF Project Document) Signing Parties The PRODOC was signed by the Government of Cambodia (Ministry of Environment), the Government of Vietnam (Ministry of Natural Resources and Environment - MONRE), and the Food and Agriculture Organization of the United Nations (FAO) as the Implementing Agency. Purpose of the PRODOC in the CMDA Project The PRODOC serves as the foundational document that outlines the strategic framework, governance structure, and implementation plan for the CMDA Project. It defines the roles, objectives, and commitments of the involved parties and ensures alignment with GEF International Waters (IW) guidelines. The document sets forth: • The project’s vision to strengthen environmental sustainability and water security in the Lower Mekong Basin through the sustainable management of the Transboundary Cambodia-Mekong River Delta Aquifer. • The expected outcomes, including improved governance, groundwater recharge strategies, and enhanced cooperation between Cambodia and Vietnam. • The institutional arrangements, where IUCN is the Lead Executing Agency, with UNESCO and MERFI leading Transboundary Diagnostic Analysis (TDA) efforts, and IUCN guiding Strategic Action Program (SAP) development. • The financing plan, with a total budget of $129.6 million (GEF contribution: $15 million, co-financing: $114.6 million).
