Vietnam Law on Water Resources No. 28/2023/QH15

The Law on Water Resources No. 28/2023/QH15 is a Vietnamese law that took effect on July 1, 2024, to govern the management, protection, exploitation, and use of water resources, and to prevent and mitigate harmful effects from water. Passed by Viet Nam’s National Assembly on November 27, 2023, it repealed the 2012 Law on Water Resources and introduces new policies focusing on water security, socialization of the water sector, water resource economics, and protection against water hazards. As noted in the PRODOC’s alignment with national policy, this new law is especially significant for the CMDA project, as it strengthens the enabling environment for groundwater governance and transboundary cooperation.
