Shared Waters, Transformative Solutions: Enabling Systems Change
Both projects focus on strengthening transboundary cooperation in highly critical Mekong watersheds. At the conference, IUCN representatives are sharing project practical experience through two workshops:
- “Building blocks for effective transboundary freshwater cooperation and basin management,” co-organised with ACTO and WBG, highlights lessons from transboundary cooperation between Lao PDR and Viet Nam.
- “Crafting a shared future: Innovative approaches to visioning in transboundary TDA-SAP processes,” co-organised with MERFI (Mekong Region Futures Institute), draws on the CMDA experience to illustrate how different visions shape problem identification, stakeholder priorities, cross-sector collaboration and the formulation of Strategic Action Programme actions.

The two projects are implemented by the Food and Agriculture Organization of the United Nations (FAO), with IUCN serving as executing agency for Ca–Ma and lead executing agency for CMDA. MERFI and UNESCO serve as co-executing partners for CMDA.

As part of Viet Nam’s delegation, Dr. Nguyen Thuy Anh, representing the Department of Water Resources Management, Ministry of Agriculture and Environment of Viet Nam, shared national perspectives as a panellist in the UNESCO workshop, “From the Cryosphere to coastal aquifers: Transforming transboundary water governance through science and integrated management.”

IWC11 focuses on approximately 100 active GEF International Waters projects across 80 countries throught ranslating experience and innovation into practical solutions for transboundary water management.

Ca-Ma and CMDA are also showcasing their progress at the FAO–GEF International Waters booth that features 31 projects from FAO’s global GEF portfolio.
